An evening with former Chief Election Commissioner

Ajay K. Tripathy

Naveen Chawla, former Chief Election Commissioner (CEC) of India, was probably the odd-man-out in the notice boards of India’s premier Medical College on Feb 4. Here at the Christian Medical College (CMC), Vellore our boards are always full with information related to medicine, surgery and public health as well as the distinguished visiting faculties of health-related field. By the time I reached the historic Norman Auditorium of CMC, it was packed, however, I managed to get a seat. One sitting besides me, a hardcore medical student, could not withhold his anxiety and asked me what is the relation of election and medicine? Before I could respond; his girl-friend sitting besides him whispered election means democracy and health means complete wellbeing of the people and not just medicine, surgery or physical health.

Since there was a controversy before Chawla becomes the CEC, mainly due to BJP’s objection, so I was thinking that we are going to meet  a difficult person. However, soon after his arrival he humbled everyone by apologizing for being little late as he could not say no to the sisters, followers of Mother Teresa, who waited for him on the way. Dr. S. Bhattacharjee, Director of the institute while introducing the speaker mentioned that Mother Teresa once addressed the CMC community from the same dais and it’s a pleasant coincidence that the author of Mother Teresa's biography would also be doing it.

In his address the former CEC mentioned the procedures of conducting general elections and the technicalities associated during polling as well as before and after the elections. He appreciated how the Commission learnt from several good and innovative practices being initiated by the young officers at district levels while conducting general elections. I’m sure while telling these he had in his mind about the highly appreciated Tirap-model of conducting election by Mr. Ankur Garg in Arunachal Pradesh.

Being a retired IAS officer;  Chawla perfectly knew that delivering lecture in CMC is not that difficult than handling questions of the genius. First to ask was a MBBS final year student and he shoot three questions about dynasty politics, age-limit of politicians & politicians’ qualities. Chawla’s answer on these issues was beyond the imaginations of many. He neither gave any mathematical solution nor hold any fixed opinion, however, he strongly emphasized that more educated and clean people should join politics if we are serious about our young democracy to prosper.

What made us more serious was his appeal on reducing plastic-waste and saving the planet. Chawla, of course, could not suppress his appreciation after inspecting world’s best bio-medical waste management system at CMC, Vellore. Regarding a question on two-party system, he smartly referred the answer to the constitution of India and how it was evolved.

I entered the auditorium with listening mood, due to viral fever; however, before the vote of thanks began senior Professors gave me the microphone to put the last, but not the least, question. Chawla took nearly ten minutes in responding to my question on complex issues related with the public-funding for political parties to contest elections. The former CEC preferred the need of revising the upper-limit of election expenses by political parties, from time to time, than putting additional burden to the taxpayers of India in this regard.

Anini and her never ending problems

Dear Editor,

I would like to share, the problems again with the people of Anini. I am amazed about the insensitivity of our MPs or MLAs towards the never ending problem of the people for whom they are elected. The lone Government Higher Secondary of the district is running without adequate Senior Teachers since last 15 years. The post of Principal and Vice Principal are vacant for many years. Despite verbal assurance from the Education Minister and the visit of Director, School Education to Anini bore no fruit till today. This is not just an accusation, anyone can check with the official records.

The District Hospital is being run with a skeleton staff and a lone Doctor without any medicine. Most of the patients die on the way while going to Roing for further diagnosis and treatment. Recently, the AIMSU also locked the DMO’s office for about a week in protest but it hardly created any impact on the local leadership or state leadership. People can only expect miracle for their treatment.

The condition of the power supply is same despite all the assurance and visits of high dignitaries.

Seeing the strategic importance of Anini Internationally, as our AAPSU friends has rightly said, the BRTF Road to Anini should be immediately improved. The BRTF Anini road quality is the worst of all in the whole state. But, that seems a distant dream for us because just to complete a bailey bridge (Which is built overnight during emergencies) took almost a year.

One most important appeal, I want to make to His Excellency, The Governor of A.P. and Chief Minister and the entire machineries of the state government including the power developers in the district to stick to the original plan of proposed 2 lane highway under SARDP to Anini, as it will lessen the total distance of 70 – 80 kms. This will enable the road to be cut through hard rock thereby resulting in all weathered road presently going through all sinking zone. Any objection arising out due to deviation of road from any other area, a link road to National Highway the road which already exist may be broadened and converted to 2 lane. The level and gradation of road has to be ascertained depending on coming up of Hydro Power Projects.

Why our local representative is keeping mum? Why does he fear in addressing the problems of his own constituency? Is leadership all about having enough money, getting ticket of ruling party for guaranteed win and doing nothing for 20 years because we have only 3500 voters and one can do the same in every election?

Truly, we are very much indebted to all, specially to the individual writers, NGO’s, the Editors of various dailies and specially Takam Tatung, President AAPSU and his team for continuous concern and care showered to the cause of people of Dibang Valley.

I must also earnestly request, the Idu Mishmi brethren to understand that, our development graph is going backward. Also our Idu Mishmi brethren who are in the ruling party are equal sufferers. Instead of obstructing and spreading rumor regarding the students and public protest as instigated by the opposition, I request them to raise voice and impress upon state leadership to solve the crisis on humanitarian ground.

Yours,

Eri Tayu

Politics as a business

Dear Editor,

This is in response to “Callous letter” dated 3rd January written by ASM Yemsing Khabang Tapok.

Tapok appears to be an ardent supporter of Tabin Taki, so he has condemned the write up of Angel Tamut.

The Writing of A. Tamut besides being very mature, regarding Tabin Taki deserves appreciation for his guts to call spade a spade. Indeed today in our state, political leaders are dealing Politics as a business, not for the cause of public. See the present state of affair of our government. Attempts after attempt is made by its own soldiers to topple the government. But the soldiers being always hungry shall return home to eat the crams of bread that shall be thrown to them. Nothing serious, Politics is a lucrative business for them. Modus operandi is simple; Make hues and cry, take money to stay silent.

Indeed leaders who are not constant in a single party should be out rightly rejected by the public.

Tabin Taki is also such a political personality of Pangin Boleng. He too often changes party. This time he quit NCP under health ground and immediately joined BJP. Tomorrow he will switch over to another party telling that he has catch cold.

Opposition leader in democracy should be steadfast and defendable. Optimism and vigilance should be their watchword.

Far from that, the recent maneuver of Tabin Taki is apparently Political Opportunism. He resigned from NCP on health ground, but instantly joined BJP. Is BJP going to make him healthy? Public may be silent, but not fool.

I wonder what face Taki would present before the public of Pangin-Boleng.

Khabang Tapok seems to be wrong in coining Tabin Taki as “a moon blooming from crescent to full”. In fact from his recent venture, he is very fit to be called as a total eclipse. Defending an immoral person is also an immorality, because purposeful wrong act cannot be justified with circumstances.

Yours,

Oni Jerang

Is BJP a diagnostic centre?

Dear Editor,

It is in response to the letter dated 03 Feb’  “A callous Letter” written by one Khabang Tapok. I would like to inform Mr. Tapok that I write in my real name.

Secondly, the reason of my making the assertion of Political Opportunism against Tabin Taki was simple. Taki gave his resignation from the primary and active membership of NCP party citing health ground only. Accordingly he quit the post of State Unit General Secretary (Election). There was no other problem whatsoever as per his statement. If his health were so poor as to compel him to jilt the NCP, why did he join BJP at once? Is BJP a diagnostic centre? Any prudent man would call quitting a party without any grievances OR reason whatsoever and joining another party right away as “Political Opportunism”.

But unfortunately it is an acceptable Politiking culture to Khabang Tapok, the ASM of Yemsing village. He believes such flexibly switching across parties as “dawn lit to new season of progress”. I congratulate Khabang for the progress and prosperity he shall reap, but I as a prudent man shall always call such act as Political Opportunism.

What I have written is based on the statement and conduct of Taki, nothing less nothing more. The sequence I cited about Taki’s frequent shifting of political allegiance in past were absolutely true. Regarding Khabang’s allegation that I have written the letter under the pressure of some vested interest Political leaders, I kindly inform him that Politics is not my bread and butter. I simply love to write about wrongs, and that’s what I have done about Taki. There is nothing personal; wrong means wrong, public knows that. Why should we take up writing in favour of someone silly? That shows that you don’t have impartial opinion. Taki is a frequent party jilter, is a truth howsoever bitter that may. His being perpetual in any party cannot be expected.

Yours,

Angel Tamut

Rarest incident

Dear Editor,

Apropos to news published on Feb 3rd and 4th on sexual abuse of children of VKV Jairampur school is heart touching and condemnable from all section of the societies. This is the rarest of rare of news for the Tribal people of state. It is practice of un-natural sex and most of tribal people dont know what kind of sex abuse is this. The culprits should be booked as per the law of land and punish them with equal pain suffered by the child.

The school is for learning good things and prepare children for future challenges. Parents send their school to hostel with a better hope for the future.

Therefore, I would like to request the school management teams of VKV and VKV School parents Association to look into the matter seriously. All Girls boarding school of VKV in Arunachal Pradesh should be handled by women staffs only.

Where is NE?

Dear Editor,

This is in reference to Kajal Chatterjee's letter "Rabindra and his legacy" (4 Feb).

I do not have anything to say against Rabindranath Tagore. We all are aware of his nationalism, Universal brotherhood, global peace and upliftment of human values. We all salute this great man.

My only question to Kajol Chatterjee is that why in the National Anthem written by Tagore, there was no mention of Assam or any NE State?

Yours

Anil Dey
